Dominion Due Diligence Group (D3G) assembled a multidisciplinary team of A ordable Housing Consultants, Environmental Professionals, Engineers, and Needs Assessors to partner with a Public Housing Authority (PHA) stepping into self-development; Our mission? To facilitate the repositioning of a critical Public Housing asset through the Rental Assistance Demonstration (RAD) and Section 18 Construction Blend program using Low Income Housing Tax Credits (LIHTC), Demolition Disposition Transition Funds (DDTF) and other conventional financing in Virginia. This repositioning project aimed to modernize the property, enhance the ability of its elderly residents to age in place, and establish a more stable rental income structure while ensuring compliance with HUD and Virginia Housing requirements. D3G’s support also allowed the PHA to step into the project as the sole developer and capture all the benefits from the transaction.
Over the course of a year, D3G conducted in-depth physical and environmental assessments to support the architect, PHA leadership, and General Contractor in developing a comprehensive rehabilitation plan. Our work ensured alignment with key regulatory guidelines, including:
As part of our analysis, we prepared a RAD Capital Needs Assessment (RCNA), which included a 20-year Replacement Reserve schedule using the HUD CNA e-Tool. This evaluation identified critical opportunities to update building systems, improve energy efficiency, and increase the number of accessible units—enhancing the property’s sustainability, marketability, resident satisfaction, and long-term financial viability.
Given the property’s urban location, our environmental team conducted a Phase I Environmental Site Assessment and Part 50/58 Environmental Review to address historical contamination concerns. We played a key role in helping the PHA navigate the environmental closure process under the Virginia Department of Environmental Quality (DEQ) Voluntary Remediation Program (VRP).
Additionally, we assisted with guiding asbestos and radon testing in compliance with HUD (ANSI-AARST MA-MFLB-2023) standards.
