HEROS ENVIRONMENTAL REVIEW

What is HEROS?

HEROS stands for HUD Environmental Review Online System. The platform is designed to prepare, manage, share, and store supporting documentation for completing Environmental Reviews. Its primary purpose is to provide a streamlined pathway to environmental clearance for HUD/FHA-insured loans processed under 24 CFR Part 50, as well as funds related to CPD programs like HOME Funds, Community Development Block Grants (CDBG), and Section 8 programs processed under 24 CFR Part 58. In late 2024, HEROS was expanded to additional housing programs per Housing Notice H–2024–10; the most important applications for this are Section 8 Renewals/Chapter 15 Renewals, RAD, and Section 8bb transfers.

Property owners and developers may not be aware of the nuances or timeframes associated with HEROS. Mistakes can cause delays and confusion that could result in inadequate funding and extra headaches along the way.

Charlie manages and oversees noise study processes and procedures, as well as subsequent STC and barrier attenuation calculations as necessary. Charlie also assists with hazardous materials assessments.

D3G has been involved with HEROS since its inception. HUD trusted D3G to pilot the system in 2016, and since then, we’ve completed nearly 4,000 Part 50 and Part 58 environmental reviews and processed over 1,200 ERs in HEROS. With our extensive experience and expertise in HEROS, D3G ensures your project follows the necessary compliance pathway:
  • Align internal processes with the HEROS platform to leverage technology from the outset, preparing for the Environmental Review submission in HEROS once compliance is documented and demonstrated, and/or sufficient mitigation is developed as needed for various NEPA-related laws and authorities.
  • Submission of your ER to HUD (24 CFR Part 50) or the Responsible Entity (RE) (24 CFR Part 58) for approval.
  • Engage in review and consultation efforts with HUD and/or RE to ensure the project is updated based on agency/municipality-specific requests and requirements.
  • Assist with final HUD and/or RE determinations and support associated public notices as necessary.
  • Consulting & Capacity Building for Responsible Entities (REs)
