The potential adverse impacts of historical land use, hazardous substances and petroleum products have altered how properties are owned, managed, and transferred. D3G provides professional comprehensive environmental assessment services in accordance with ASTM E 1527-13 and EPA All Appropriate Inquiry (AAI) standards, as well as, specific financial institution requirements (HUD, SFHA, Freddie Mac, Fannie Mae, USDA, etc.).


Phase I Environmental site Assessment (ESA)

D3G's Phase I ESA investigations identify recognized environmental conditions (RECs) as defined by ASTM E 1527-13. Components of an ESA include:

  •  Review of local, state, and federal regulatory records
  •  Interviews with personnel familiar with site history

NEPA Studies (24 CFR Part 50 through 58)

D3G's experience with 24 CFR Part 50-58 and the National Environmental Policy Act (NEPA) on thousands of federally supported projects guarantees solutions to even the most complex problems.  Our knowledge of Tax Credit Assistance Program (TCAP) NEPA compliance reports and HUD Form 4128 Environmental Assessment and Compliance Findings reports make our staff experts on the following:

Vapor Encroachment

As a primary service provider to HUD mortgage insurance programs, D3G is an expert in performing Tier I, II and III Vapor Encroachment Screenings as defined by ASTM E 2600-10 (Standard Guide for Vapor Encroachment Screening). Since HUD’s adoption of the ASTM standard, we have performed in excess of 1,500 vapor encroachment screenings.
